The Vice-Admiralty Court Act of 1768. The Vice-Admiralty Court Act of 1768 changed the rules so that smugglers caught would be tried in royal naval courts, not colonial ones, and by judges who stood to collect five percent of whatever fine they imposed — all without a jury. It was passed explicitly to assert authority in the American colonies.
